Background POIs have two main uses. Firstly they enable you to enhance and customize the standard maps by displaying POIs as if they were part of the background map. And secondly they can act as an "emergency map" if you do not have a data connection and have not looked at an area before.
The screenshots below show technology shops in the foreground. The map on the left has no background POIs whilst the map on the right has been customized to show other shops and food POIs in the background.

The screenshots below both show the same area of a zoo, but one displays the standard map whilst the other is what you would see if offline but displaying background POIs as an emergency map.
In most situations background POIs are not as good as a map but usually enough to navigate by. However in this situation the background POIs are probably more useful than the standard maps!

Note that Compass Mode, provides another method of navigating when offline, but displays the POI data in a very different manner.
As with foreground POIs you can customize the size of the background icons and text, and also the transparency of the POI. Background POIs can also be selected in the same manner as foreground POIs to enable you to get further information on them.
